Steps to reproduce:
1.Launch chrome
2.Load pdf https://tinyurl.com/yc38uzc8 in portrait mode
3.Tap on open in button
4.Change the device orientation while wait indicator is displayed

Observed results:
Notice that Tap to cancel button is displayed far away from the wait indicator

Expected results:
Wait indicator and tap to cancel button should stay together on changing device orientation
