What steps will reproduce the problem?
(1)Recover build>> Sign-in to user>> In Choose your Pin screen, try to rotate(Ctrl+Shift+Reload)/zoom(Ctrl+Shift+'+') the screen>> Observe unable to rotate/zoom Choose your Pin screen

Actual: Unable to rotate/zoom Choose your Pin screen
Expected: Should be able to rotate/zoom the screen 

This is a Non-Regression issue seen from 72.0.3580.0/11159.0.0 dev
