Does not generate password on ING new password form

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/72.0.3595.2 Safari/537.36 Steps to reproduce the problem: See video, it may be hard to reproduce this, as it requires an account at dutch ING bank. Thanks for the issue... As per comment #0, it seems to be requires an account at dutch ING bank to reproduce the issue. @Reporter: As of now we don't have test credentials to test this issue (at TE-End), could you please check this issue with fresh profile that is not having any extensions and apps or reset all the flags and also try on chrome Incognito Mode. Let us know whether issue still persists. Thanks..!

I created a new profile as requested, without a synced account this "Suggest password" prompt is not offered. So I created a new Google account, and turned on 'Auto sync' in chrome password settings. After that I was able to get the same result as seen in the video. It may well be related to https://bugs.chromium.org/p/chromium/issues/detail?id=885177, as this form is also using shadow dom elements. Although the particular issue from issue 885177 seems to be already resolved.
