[Internal] : Text selection for Reddit URLs doesn't work

Issue description

- Build Number: google/taimen/taimen:9/PQ2A.181016.001/5073660:userdebug/dev-keys
- Serial Number: 709KPYR0014762

Steps to Reproduce
1. Go to some Reddit post 
2. Click chrome address bar 
3. Hold down on Reddit post url to bring up the copy dialog

Expected Results
Entire URL should be highlighted

Observed Results
only a portion of the url is selected instead of the entire URL. See attached screenshot.

Tested the issue in Android and able to reproduce the issue. 

Steps Followed:
1. Navigated to reddit.com
2. Tapped on omnibox, long pressed and observed selection of portion of URL instead of entire URL.

Chrome versions tested:
65.0.3291.0 , 70.0.3538.80 , 72.0.3597.0

OS:
Android 9.0.0

Android Devices:
Pixel 2 XL

Observations:
1. Issue is not from M-60 builds to 65.0.3291.0
2. Issue is seen intermittently from 65.0.3292.0
3. But issue is 100% reproducible on latest stable, beta, dev and canary.

As issue is intermittent unable to provide bisect info, hence marking as Untriaged for further inputs from dev team.

tedchoc@, could you help triage this location bar UI interaction issue?
This likely isn't anything specific to reddit URLs, and is likely the underlying behavior of TextView when you long press something that is already fully selected.

We fixed the issue where long pressing the unfocused URL was unreliable and that is actually the best way to reliably copy URLs from the omnibox.

That being said, I doubt there are many folk that want the subselection behavior on URLs that is happening here.  We could look at suppressing this behavior for the Omnibox.
