Use vivid for capture_unittests on ChromeOS VM in Chrome CQ

Though capture_unittests is already running on chromeos-amd64-generic-rel in Chrome CQ, it's skipping test cases that requires a webcam.
The goal of this issue is to start running these test cases by using vivid.

I already created crrev.com/c/1282424 that enables vivid there, which fails in CQ dry-run yet.

Note that this issues is a part of Issue 852302.

CQ-dryrun is failing with a message

capture_unittests on Chrome CQ will start using vivid by crrev.com/c/1282424.
(I forgot adding this issue in "BUG" section of the CL.)
