Address bar does not have focus when you open a new tab in full screen

Issue description

Chrome Version: 70.0.3538.67 (Official Build) (64-bit)
Revision: 9ab0cfab84ded083718d3a4ff830726efd38869f-refs/branch-heads/3538@{#1002}
OS: Mac OS X
What steps will reproduce the problem?
(1) Enter full screen in chrome 
(2) Open a new window using Command + N
(3) Start typing 


What is the expected result?
You should be able to start typing directly into the address bar

What happens instead?
You cannot start typing directly in the address bar.
The address bar does not have focus - (pressing Shift + TAB brings the focus there)
