WebAPK: irregular icon creates a badly cropped white circle

Chrome Version: 72 (canary)
OS: Android

What steps will reproduce the problem?
(1) Install https://killer-marmot.appspot.com/web/

Note that this uses the app's "any" size icon, which is a 290x235 (non-square) image.

What is the expected result?
Icon's white circle is centered and not cropped.

What happens instead?
Icon's white circle is off-center and the bottom and right edges are cropped.

See attached screenshot, comparing Marmot with a native Android app, Hearthstone.

Related issues: Issue 862041 (white circle) and Issue 861987 (use of "any" instead of specific size icon).

Tested the issue on android and unable to reproduce the issue

Steps to reproduce:
--------------------------
1. Launched chrome and navigated to  https://killer-marmot.appspot.com/web/ 
2. Added to homescreen and didn't observe any baddly cropped circle

Chrome version:
72.0.3597.0	

OS:
Android 9.0 

Android device:
Pixel 2  XL

@mgiuca: Please check the above steps/screenshot and let us know if we miss anything. Is this issue consistently reproducible? Could you please provide device details on which this issue is seen.

NOTE: As owner is already available, changing status to Assigned.
