Desktop PWAs: Support Mac gradient in title bar when there's no theme colour

Issue description

OS: Mac

What steps will reproduce the problem?
(1) Enable: chrome://flags/#enable-desktop-pwas
(2) Visit: killer-marmot.appspot.com/web
(3) Menu > Install Killer Marmot
(4) Visit: chrome://apps
(5) Open Killer Marmot.
(6) Look at titlebar.

What is the expected result?
Titlebar should have a native looking Mac gradient.

What happens instead?
Titlebar is a flat grey colour.

In BrowserFrameMac::PopulateCreateWindowParams() we're setting params->titlebar_appears_transparent = true.
If we don't do this the gradient is shown however the BrowserNonClientFrameViewMac does not paint on top of this so the title, menu and icons don't show.
