Broken scrolling behavior on certain websites

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/72.0.3597.0 Safari/537.36

Example URL:
https://www.twitch.tv/

Steps to reproduce the problem:
1. Go to a live channel with active chat
2. Wait for enough messages to appear
3. Watch as the chat box gets pushed off the page and you can't scroll down

What is the expected behavior?
A scroll bar appears and you can scroll within the chat window. 

What went wrong?
Chat doesn't scroll, instead gets drawn off page.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? No 

Did this work before? Yes not sure

Does this work in other browsers? Yes

Chrome version: 72.0.3597.0  Channel: canary
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

It was reported in  bug 900459 , which is hidden now from public view (I guess because they re-evaluate the need to revert).
Bisected to r595225 = f033b7d2fc1c1a44006a9c30afc864abc9e7571b = https://crrev.com/c/1252682 by cbiesinger@chromium.org

Landed in 71.0.3565.0

Is this issue still being looked into at least casue its still doing it on newest update Version 72.0.3599.0 (Official Build) canary (64-bit) The twitch Site chat box is still unusable  once chat fills up
