It should be the same as  crbug.com/835716 . I will request to cherry-pick to M70.

According to  crbug.com/835716 , fix will not cherry-pick to M70. Let's close this bug.
And note that ForceKeyframes/VideoEncodeAcceleratorTest.TestSimpleEncode/0 on nyan_big of M70 is Wonfix
