Suspicious stride calculation in V4L2JpegDecodeAccelerator::ConvertOutputImage

Issue description

We should probably be something like bytesperline inside v4l2_plane_pix_format to calculate the strides. I had started working on this as a follow-up to a comment by tfiga@ in https://crrev.com/c/1111247, but I haven't had time to continue.
