Jank caused in browser UI thread by file write on background thread

Observed from a few reports from users that writing file at startup on background thread can cause janks on main thread.

The WriteNow() on background thread causes the NavigatorImpl::Navigate to slow down for almost 2 seconds on main thread.

Is it possible to schedule blocking tasks in worker after startup / loading is completed?

Actually looking at the trace more, it is possible that the UI thread is just not scheduled (given there are 4 other threads running at the same time), or waiting on a lock.
