commit 7bad39df276337bd8962dc69b3e1760d365062a8
Author: Regan Hsu <hsuregan@chromium.org>
Date: Mon Jan 07 19:27:37 2019

[CrOS MultiDevice] Set feature state enabled on edge case.

DeviceManager as-is errors out if a feature is marked as enabled but
not supported. Even in this weird edge case, DeviceManager should
still mark the feature as enabled locally.
