Evaluate implementing net::Socket using libzxs under Fuchsia

Fuchsia now provides a libzxs package that simplifies working with the SocketProvider service.

We could migrate net::Socket from FDIO's BSD socket emulation to use the new package.

Punting out of the net triage queue.  If we want net/ to use libzxs, we should make sure there's available API documentation on it that network stack owners can refer to.  Just googling "libzxs", I'm not seeing any, though that's certainly not definitive.

I suppose we could make Fuchsia folks the owners of any such net::Socket implementation, but I assume we don't want them to own it, long term.

Re #1: Sorry, I tagged this as Network mainly as an FYI for the net team; we'll follow-up here once libzxs is ready for us to consider migrating to it. :)
