[GRU] : Screen turning black while opening VP9 resolution change video |

Issue descriptionChrome Version: 72.0.3593.0 Chrome OS Version: 11210.0.0 Chrome OS Platform: Kevin/Bob Network info: Wifi Steps To Reproduce: (1) Open http://crosvideo.appspot.com/?codec=vp9&cycle=true (2) Observe behavior Expected Result: - No video or screen issues Actual Result: - Entire screen turning black. Only mouse pointer is visible. - Screen is visible again If we change current tab or close the tab using keyboard shortcuts. - Issue is seen only when VP9 video tab is active. How frequently does this problem reproduce? (Always, sometimes, hard to reproduce?) Issue also seen in 11195.0.0/72.0.3591.0. Unable to verify on older build on M72 due to build issues. Issue not observed in 11151.17.0, 71.0.3578.27. Changing to regression.

I am thinking this change. https://chromium-review.googlesource.com/c/chromium/src/+/1258787 It was landed on 11192.0.0. We should check Chrome OS 11191.0.0 and 11192.0.0. Or deploy chrome before the change.

Quick update: I also encountered this issue at H264, and it still existed after reverting the CL.

The issue started to occurred between 11176.0.0 to 11177.0.0. Especially 11177.0.0 I even saw the black screen flashing at OOBE. I will bisect the chromium CL next.

Issue is currently marked as RBD. Next Dev is targeted for Thurs 11/8. Will need fix before then.
