ArchiveDelayMax controls two things in logdog:

1. How far in the future the pessimistic archival will be scheduled
2. How long the archivist will wait on a archival task before forcefully terminating it

While it makes sense #1 happens, but if the intention was to turn off #2 without affecting #1, then changing ArchiveDelayMax would not do the intended behavior.

It would be clearer if these were two different flags.
