Repro steps:
1. Open laptop, turn on bluetooth
2. Close laptop
3. Reopen laptop, see if bluetooth turns back on

Expected: Bluetooth settings should be saved across sessions
Actual: Only works 50% of the time

I am running #crostini. I don't know if this is relevant.
