Splash screen is displayed on launching the app from background

Issue description

App Version: 71.0.3578.28 Beta
iOS Version: 10.3.3, 11.4.1, 12.0.1, 12.1 beta
Device: iPhone and iPad                                                                                                                                                                                                                                                                                        

Steps to reproduce:
1. Launch chrome
2. Open a new incognito tab
3. Keep the incognito tab in foreground
4. Background the app
5. Launch the app (if splash screen is not seen wait for a couple of seconds and launch the app)

Observed results:
Splash screen is displayed

Expected results:
Splash screen shouldn’t be shown on loading app from background

Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: Not tested
Bug reproducible on Safari/Firefox: Firefox: NA, Safari: NA
Bug reproducible on current stable build (App Version, iOS Version): Yes on M70
Bug reproducible on the current beta channel build (App Version, iOS Version): Yes on M71 Beta

Mardini: We're getting feedback that is jarring to go from the white splash to the dark incognito style, could we consider a darker splash screen for the incognito "obscuring feature"

rakurati@: Unless we're miss-understanding something this is intended behavior, is this how M69 (pre-refresh) looked? (The only difference is that we had a different image back then)
The old UI also had a white splashscreen, but I agree that it would be nice to change this.
The old incognito mask was not white, it was the old tab-switcher dark background.
I think going from white animation to black incognito tab also blurs the am-i-in-incognito e2e continuity as well. 
Attaching a video from the old UI that shows a white interstitial before opening incognito. I thought that was what we were talking about here.

It looks like you did a cold start.  Instead, try to background the app, then foreground.

Here's a video that shows a cold start (splash screen), then a background/foreground, that shows the old tab-switcher background.

pschaffner@ This should be an easy change for M72, provided we have an image.  What do you recommend?
I don't understand why we flash that old tab switcher background (seems like a bug). Can't we just remove/fix that so it doesn't occur? If it really must be there, then graphic wise I suggest just replacing the old image view with a 100% black view (no asset required).
Sorry about my comments in #11 – got myself confused with comments #5 and 6. Will post back shortly with mocks + specs.
