OS: Win(7,8,8.1,10).

Pre-Condition: 1. Change chrome browser language to 'Tamil' from chrome://settings/languages and Relaunch the browser. 
               2. Change Font Size to 'Very Large' from chrome://settings/appearance
	       
What steps will reproduce the problem?
1. Open Chrome, and give print command.
2. In print preview observe text for 'Header and Footer' under More Settings.
 
Actual Result: 'Header and Footer' text is seen chopped on changing Font Size to 'Very Large' for Tamil Language.

Expected Result: 'Header and Footer' text should not be seen chopped.

This is a regression issue broken in ‘M-71’ and below is the 'per-revision' bisect information:
Good Build: 71.0.3551.0(Revision:590851)
Bad Build: 71.0.3552.2(Revision:591210)

2. Issue is not reproducible on Mac(10.13.1, 10.13.6, 10.14.1) and Linux(14.04 LTS) OS.
