Text highlighting stops working correctly if a tab is moved to a display with a different DPI

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.77 Safari/537.36 Example URL: http://www.chromium.org/chromium-os/servo/servomicro/Case-Closed%20Debug%20in%20Chromebooks%20and%20Servo%20Micro.pdf Steps to reproduce the problem: 1. Setup a system with multiple displays, where the displays have different DPIs. 2. Launch chrome on one display and browse to a pdf document. 3. Select some text. 4. Drag the tab showing the pdf to a different display with a different DPI. 5. Attempt to select some text. What is the expected behavior? Text should be easy to select and selecting text should be robust to moving a tab to a a different display. What went wrong? When a tab is moved to a display with a different DPI text selection no longer works correctly. Sometimes some unexpected text will get selected (text that is not under the cursor), sometimes nothing will happen. Hitting refresh corrects the behaviour. Does it occur on multiple sites: Yes Is it a problem with a plugin? Yes PDF viewing Did this work before? N/A Does this work in other browsers?
