What steps will reproduce the problem?
(1)Sign into User -> on screen Right click -> select 'Set Wallpaper' option ->Wallpaper picker overlay is seen 
(2)Now select any white background wallpaper(or take screenshot of New Tab' and set it as wallpaper)-> now observe Overlay edges i.e.unable to distinguish between background and overlay
(Please refer Video)

Expected: 'Wall Paper' Overlay edges should be proper 
Actual: Instead 'Wall Paper' Overlay edges is not proper i.e. unable to distinguish between background and overlay 

This is Regression issue seen as same is working fine on 69.0.3476.0
