OS: Windows (7, 8, 8.1, 10), Mac (10.13.1, 10.13.6, 10.14.1) and Linux (14.04 LTS)

What steps will reproduce the problem?
(1) Launch chrome and navigate to chrome://flags/ page.
(2) Now hover the mouse over any flag's title and Observe.

Actual Result: Unnecessary hand pointer is seen over flag's title when there is no text to expand.

Expected Result: I-beam pointer should be seen over flag's title on mouse hover for text selection.

This is a Regression issue seen from 'M-63' and providing the bisect info below:
Good Build: 63.0.3238.0 (Revision: 508209)
Bad Build:  63.0.3239.0 (Revision: 508578)

You are probably looking for a change made after 508284 (known good), but no later than 508286 (first known bad).
