What steps will reproduce the problem?
(1)Sign into User -> Now at Uber Tray -> click on 'Sign out' option
(2)In 'Sign out' screen -> enter wrong password  for 3 times -> Error message is seen ->now again enter wrong password for 4th time (3)Now observe unnecessary blink of sign-in screen(Email field is blank) is seen and the please walt screen is seen (then after Sign-in screen with email id is seen)

Expected: No such unnecessary blink of sign-in screen(Email field is blank) should be seen
Actual: Instead unnecessary blink of sign-in screen(Email field is blank) is seen

This is Regression Issue as same is working fine in M-69

Note : Issue is also seen on M-70
