Regression: Unnecessary Grey focus highlight stays over zoom in/out buttons even when Reset button is clicked

Issue description

Chrome Version: 71.0.3578.30 (Official Build) Revision 5b78d137d0b64a11abb4e9e67c74ca0396bc59c6-refs/branch-heads/3578@{#421} (32/64-bit)

OS: Windows (7, 8, 8.1, 10) and Linux (14.04 LTS)

What steps will reproduce the problem?
(1) Launch Chrome and press 'Ctrl++' to zoom-in the page (zoom bubble will appear).
(2) Hover the mouse over zoom bubble before it disappears and click on zoom bubble.
(3) Traverse the grey focus using 'Tab' key on '-' or '+' buttons.
(4) Now click on 'Reset' button and Observe.

Actual Result: Unnecessary Grey focus highlight stays over zoom in/out buttons even when Reset button is clicked.

Expected Result: Grey focus highlight should not stay over zoom in/out buttons even when Reset button is clicked.

This is a Regression issue seen from 'M-64' and providing the bisect info below:
Good Build: 64.0.3256.0 (Revision: 513349)
Bad Build:  64.0.3257.0 (Revision: 513642)

You are probably looking for a change made after 513360 (known good), but no later than 513361 (first known bad).

NOTE:
1. Issue is also seen on M-70 Stable (build #70.0.3538.77), M-72 Dev (build #72.0.3595.2) and M-72 Canary (build #72.0.3596.0).
2. Issue is not seen on Mac (10.13.1, 10.13.6, 10.14.1).
