Keyboard continuous flash between digital and main layout with pressing down adb/?123 key not released

REPRO STEPS:
1.Switch to any keyboard
2.Pressing down ?123/adb key ,not released 

Actual result: 
Keyboard will flash between Digital & main keyboard on end 
refers to attached video 

Expected:
Maybe should keep current layout not changed if not released finger

Note: 
Log out then log in again ,this issue not repro ;
