Issue descriptionupstream hasn't made a release in a long time. v1.12.37 was released in Sep 2016. upstream is reluctant to do another release because it's been so long and they don't have a method for doing prerelease testing. looks like there's about 80 commits since. we should be able to merge newer changes into our stable branch and tag it with cr specific tags for testing in CrOS. once we show repo at least works for us, we should be able to convince upstream to snap off a new release and hopefully get back onto some regular track. suggested rolling plan: - start with current master branch (v1.12.37-cr1) - merge in some newer changes (roughly ~10 at a time) - tag that with v1.12.37.#-cr0 - push out the tag - wait a week to see if the tree doesn't blow up - repeat steps to pull in more changes if we hit a bug, we can revert/rollback things and re-evaluate.

Should we just set up an autoroll for repo?

depot_tools only contains the repo launcher program, not the entire repo git tree. i don't know if dep rolls can work at that level. we can't pin the external repo git tree directly because we need the `repo` launcher to be in depot_tools itself. normally we don't see this much churn because it's spread out at the rate of like 1/change every few months. but there's been a flurry of activity because i've started helping out with the upstream repo project.
