Mouse button mapping

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10895.78.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.120 Safari/537.36
Platform: 10895.78.0 (Official Build) stable-channel cave

Steps to reproduce the problem:
1. Pair Microsoft sculpt comfort mouse
2. press thumb button 
3. Cap Lock toggles instead of going back

What is the expected behavior?
"back" function

What went wrong?
When I press the thumb button on the mouse, it toggles Cap Lock instead of going back, like normal mouse would. There's no way to remap mouse button functions in Chrome as of right now.

Got the mouse. Here's what I see:

- Button has a "Windows Logo" graphic on it.
- Button produces LEFTMETA when pressed (seems reasonable for the OS key next to ctrl/alt/etc)
- In CrOS, we honor the search button remapping for this key, so if user remapped search to Caps Lock, the button will do Caps Lock.

I am investigating if we have a good facility to remap this to Back. Back in the X11 days we had this, but I'm not sure now that we've switched to Ozone.

cuoreesitante, can you go to chrome://settings with the mouse attached, and take/attach here a screenshot of your keyboard settings (which show button remapping)?
