ChromeVox linear navigation gets trapped in the Bookmarks Bar

Issue description

Operating System : Chrome OS
Google Chrome: 71.0.3578.8 (Official Build) dev (64-bit)
Firmware Version: Google_Cave.7820.384.0

Pre-requisites: 
# Go to options menu> Bookmarks and check that Show Bookmarks bar is ticked 
# Add at least 2 bookmarks to the Bookmarks bar

Repro:
# Turn on ChromeVox with Ctrl+Alt+Z
# Open any page, I used a new tab page, so that focus is on the Omnibox
# Use Linear Navigation (Search + Right or Search + down arrow) to navigate through any extensions to the Bookmarks bar 
# Continue linear navigating until you reach the more bookmarks button or last bookmark if button is not there  
# Linear navigate one more time in an attempt to exit out of the Bookmarks bar

Expected: ChromeVox should navigate to the main page 
Actual: ChromeVox moves to the first tab in Bookmarks toolbar and is not able to navigate to the Main Page.

I can also repro this behavior
Able to repro in Incognito mode as well in Canary Channel:

Google Chrome: 72.0.3618.0 (Official Build) canary (64-bit)

Platform: 11298.0.0 (Official Build) canary-channel samus
