LocalCardMigrationBubbleViews is missing an interactive UI test

LocalCardMigrationBubbleViews is not intuitive to get to, there should be an interactive UI test to spawn it.

The CL landed previously but got reverted due to some flaky issues. We are working on these issues right now.
