'ChromeOS is missing or damaged' on switching from developer mode to normal mode

Issue description

ChromeOS  11151.17.0, 71.0.3578.27  beta-channel  eve

What steps will reproduce the problem?
1. Device in developer mode.
2. Power off the device and power on.
3. On 'OS verification is off' screen, press 'Space' key to re-enable OS verification

What is the expected result?
Device switches to normal mode without any issues.

What happens instead?
'ChromeOS is missing or damaged' screen is displayed.

 
'ChromeOS is missing or damaged' screen is displayed even after device reboot.

Can you check 'recovery reason' information by pressing tab at "ChromeOS is missing or damaged' screen .
recovery_reason: 0x5b / 0x5b No bootable kernel found on disk
