suite_scheduler: add separate wifi_release_perbuild suite

Creating a new wifi_release_perbuild suite with a smaller subset of
devices to run on each new build and changing the existing wifi_release
suite to run nightly. This is to help with device utilization in the
wifi lab as there is only one device for each board which sometime
results in some suites/tests not running as expected.
