Carrier/roaming unavailable UI string unclear

Issue description

Chrome Version: 70.0.3538.22 (Official Build) dev (64-bit)
Firmware: Google_Nautilus.10431.73.0

What steps will reproduce the problem?
(1) Travel to area with no carrier coverage and/or no roaming support
(2) Open Network > Mobile network on LTE-capable Chromebook
(3) Attempt to connect to carrier manually by selecting "Connect" button

What is the expected result?
(4) [TBD] string clarifying that either no network is available or roaming is not available. For managed accounts, string should also mention that roaming may be be disabled their domain administrator.

What happens instead?
(4) "Error configuring network." (screenshot attached)

@Jon Ann, would you mind taking a look at this and letting us know what you recommend in terms of a more obvious string?

@Ben, can you clarify whether we know that the error occurred because no network was available vs. another carrier's network is available, but roaming is disabled? This may inform the string we propose.
@jesse, is it impt for managed user to know that admin may have disabled , or is it enough info to just say that roaming isn't available?
It's not critical, since managed users will see the building icon (and a locked toggle) in the mobile network panel when a roaming policy is in place.
