[Navi] set-default flow should open the dropdown menu on win10

This currently happens if user's setting default from the original win10 welcome page, but doesn't happen when user goes to settings set-default function.

We want navi onboarding's set-default to open the dropdown like the original win10 welcome page.

(note: bonus points if we can get settings to do the same thing)

@cyflee based on our offline chat you were saying the team that implemented this mentioned it can't be tested on canary? what about local dev builds, is it supposed to work there?

please update this bug once you confirm the reason

Status: WontFix (was: Assigned)
update: the code already exists, it's just enabled only on stable so we don't see it working in local/canary builds.
