Unable to open launcher on external monitor

Issue description

ChromeOS  11151.17.0, 71.0.3578.27  beta-channel  nocturne

What steps will reproduce the problem?
1. Connect device to external monitor in extended display mode
2. Click on the launcher icon on external monitor

What is the expected result?
Launcher should be displayed on external monitor

What happens instead?
Launcher is not displayed. Please refer to the repro video.
