Issue descriptionChrome Version: 70.0.3538.22 (Official Build) dev (64-bit) Firmware: Google_Nautilus.10431.73.0 What steps will reproduce the problem? (1) Ensure active/provisioned LTE connection (2) Open Network panel in Quick Settings (3) Disable Wi-Fi (4) Visit chrome://settings/help to check for new updates What is the expected result? (5) [TBD] string clarifying that while OTA updates will not be downloaded automatically, it is still possible to download an OTA by clicking the "Check for updates" button What happens instead? (5) "You are currently connected to the Mobile data network. Automatic updates only happen over Ethernet or Wi-Fi." (screenshot attached)

The user's Chromebook is connected to the mobile network but is not connected to Wi-Fi, and the user has manually navigated to the chrome://settings/help page (typically accessed via Settings > About Chrome OS). If the user was connected to Wi-Fi, any available OTA updates would download silently in the background and just notify the user when a restart is needed; this download does not occur automatically when the user is connected solely to the mobile network, however, due to data usage concerns. At the time this screen is shown, we don't yet know if an OTA update is available - if the user clicks the button to the right, they will either be told that no updates are available, or IF an update is available, they will be shown its total size and will need to confirm again that they want to download the file using the mobile network.

fwiw, I find "If not" part little ambiguous - on first reading I actually read it as "If you don't want to see", rather than "If you're not on the current version of Chrome OS". Also, given that the UI is supposed to ask the user to confirm download if they're on a metered network (provided the update is found), we might want to emphasize more that the download will not start without user confirmation - I think this is not clear from the current message (it sounds more like we're letting the user know they can download the update over mobile network).
