(empty) elements replicate when hovering over folders in bookmark bar

  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari:
    Firefox:
       Edge:

What steps will reproduce the problem?
(1) Create two folders in the bookmarks bar, at least one empty.
(2) Click on one folder and hover over to the other.
(3) Hover back onto the first folder.

What is the expected result?

The (empty) tag appears only once.

What happens instead?

The (empty) tag repeats.
