Transient windows do not slide up when sliding from the shelf.

What steps will reproduce the problem?
(1) Open a browser in tablet mode.
(2) Open save dialog.
(3) Enter overview.
(4) slide up the shelf.

What is the expected result?
The dialog moves up with the browser.

What happens instead?
The dialog remains in the same location.
