Add support for per-policy OS requirements to the ADMX/ADM generator

Today, all Chrome policies say "Supported on: Microsoft Windows 7 or later". Certain policies (DefaultBrowserSettingEnabled, in particular, which is Win7 only) only work on a more restrictive set of OS versions. It would be nice for the generator to accommodate this.
