Right-clicking the star icon in Omnibox paints the inkdrop effect indefinitely

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.20 Safari/537.36

Steps to reproduce the problem:
1. Right-click the star/bookmark icon in Omnibox and hold for ~1 second
2. Let go and move cursor away
3. 

What is the expected behavior?
The icon should undim when you move cursor away

What went wrong?
The icon does not dim, even if you switch tabs. Only way to undim is to click the icon and remove the bookmark.

I can reproduce this on Windows.

PTAL, PageActionIconView and IconLabelBubbleView both override more OnMousePressed, etc. than I'd like them to. Can you check and see if they really need to override all these event handlers or if they can just use Button's?
