What steps will reproduce the problem?
(1) Launch chrome, navigate to above test URL and login with valid credentials.
(2) 'Save Password' bubble will appear and then click on 'Save' button.
(3) Now visit chrome://settings/passwords page and click on the 'Username' field.
(3) Observe.

Actual Result: Unnecessary focus ring is seen over 'Username' field in chrome://settings/passwords page on mouse click (focus ring not seen on 'Tab' focus).

Expected Result: No focus ring should be seen over 'Username' field in chrome://settings/passwords page on mouse click.

This is a Regression issue seen from 'M-71' and providing the bisect info below:
Good Build: 71.0.3550.0 (Revision: 590499)
Bad Build:  71.0.3551.3 (Revision: 590850)

You are probably looking for a change made after 590557 (known good), but no later than 590558 (first known bad).

NOTE:
1) Focus ring is seen only on mouse click and not by traversing focus using 'Tab' key.
2) Issue is also seen on M-71 Beta (build #71.0.3578.20) and M-72 Canary (build #72.0.3596.0).
