Trybots do not show correct steps

Trybots seem to fail in update_bot or generate_build_files and refuse to upload further steps. The compile failures themselves seem to be genuine, but it's impossible to get a link to the actual failed step.

Yikes. This looks like a milo bug?

Have you seen this on other CLs, or just crrev.com/c/1292886?

FYI: To unblock folks really stuck with this - you can go to the "Source:" link above the build steps and click on the build's task. E.g. for the first build above it's https://chromium-swarm.appspot.com/task?id=40dd8abd55799b10&refresh=10&show_raw=1&wide_logs=true

Then you can look at the raw output where you see where the real failure was. Then you can construct the link to the logdog stream as well... but it's quite a hassle.
