Regression: Page scrolls using mouse wheel at first instance when the page is in auto-scroll mode

Issue descriptionChrome Version: 72.0.3595.2 (Official Build) Revision 4af8b5a14fa87ad1e81fa9ae20c30f9a8c1494cb-refs/branch-heads/3595@{#4} (32/64-bit) OS: Windows (7, 8, 8.1, 10) What steps will reproduce the problem? (1) Launch chrome and visit any page that has scrollbar. (2) Click middle wheel of mouse to auto-scroll the page and don't move the mouse after the click (auto-scroll symbol should appear). (2) Now scroll the page using mouse wheel from that position. (3) Observe. Actual Result: Page scrolls using mouse wheel at first instance when the page is in auto-scroll mode. Expected Result: Page should never scroll using mouse wheel when the page is in auto-scroll mode. This is a Regression issue seen from 'M-71' and below is the manual regression range: Good Build: 71.0.3555.0 (Revision: 591861) Bad Build: 71.0.3556.0 (Revision: 592301) [Unable to provide bisect using 1) Per-revision script as "[Errno 2] No such file or directory" error message is thrown and 2) Chromium bisect script as "File is not a zip file" error message is thrown. Hence, providing suspect manually.) NOTE: 1) Issue is also seen on M-71 Beta (build #71.0.3578.20) and M-72 Canary (build #72.0.3596.0). 2) Issue is not seen on Mac (10.13.1, 10.13.6, 10.14.1) and Linux (14.04 LTS).
