Cmd-Q does no longer immediately close chrome

Reported by cpui...@gmail.com, Oct 30

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14) AppleWebKit/605.1.15 (KHTML, like Gecko) Version/12.0 Safari/605.1.15

Steps to reproduce the problem:
1. Hit Cmd-Q
2. Popup opens- Hold Cmd-Q to quit
3. I need to *hold* to actually quit

What is the expected behavior?
Quit immediately. That is that platform standard on OSX.

What went wrong?
Chrome deviates from standard OSX platform behaviour since the last release. Please undo this change, its highly counter intuitive.

Did this work before? Yes
