Regression: Tab focus does not travel to wrench menu/avatar icon on pressing F6 when permission bubble is open

Issue descriptionChrome Version:72.0.3595.2 (Official Build) 4af8b5a14fa87ad1e81fa9ae20c30f9a8c1494cb-refs/branch-heads/3595@{#4}(32/64-bit) OS: Windows(7,8,8.1,10) and Linux(14.04 LTS) OS What steps will reproduce the problem? 1. Launch chrome, navigate to https://permission.site. 2. Click on any button like Notification or Location to open permission bubble. 3. Now click anywhere outside the dialog box and press F6 till focus reaches on omnibox. 4. Now press tab and observe focus. Actual Result : Tab focus does not travel to wrench menu/avatar icon after pressing F6. Expected Result: Tab focus should travel to wrench menu/avatar icon after pressing F6. This is a regression issue broken in ‘M-69’ and and below is the bisect info: Good Build : 68.0.3440.0(Revision: 561734) Bad Build : 69.0.3441.0(Revision: 562090) Chromium bisect info: You are probably looking for a change made after 561918 (known good), but no later than 561932 (first known bad).
