Non-Regression: Delete tooltip is seen in English when language is in Arabic or any other in Choose your pin overlay

What steps will reproduce the problem?
(1)Recover build>> Change language to Arabic or any other in OOBE
(2)Sign-in to user>> In Choose your Pin overlay>> Hover on Delete icon and observe tooltip is seen in English

Actual: Tooltip is seen in English instead of Arabic or any other language when language is set to Arabic or any other
Expected: Tooltip should be seen in respective language

This is a Non-Regression issue as 'Choose your PIN' screen is seen from 72.0.3580.0/11159.0.0 dev
