Keyboard may changes between Main/HW layouts unexpectedly

REPRO STEPS:
1.Switch to any keyboard.
2.Touch the top-left Arrow button on the VK for several times.

Actual result: 
Keyboard changes between Main/HW layouts.

Expected:
It should only show/hide buttons(e.g. HW, Settings) on the first line.
