OS: Android 7.1.1 Moto E4 phone with TalkBack 6.2.0.199837370 (just updated before test)
Date tested: 10/26/18

# Launch Chrome
# Search for "Platypus" and load search results 
# Touch Explore by placing your finger anywhere on screen and moving to another location
Expected: focus moves, highlight ring moves, text is read
Actual: earcon is played (unsure what it indicates), highlight ring does not move, text is not read. It is not responding to touch. 

# Try to linear navigate by swiping from the left to the right anywhere on screen.
Expected: focus and the highlight move from one item to the next on the page according to the granularity set (doesn't matter for this bug)
Actual: some things are read but highlight ring is not seen on the page

Regression because this does not happen in 70.0.3538.64 (Official Build) beta (32-bit)

Two very similar instances, combining into one bug since likely the same root cause. Please split if needed.

Regression because this search result non-responsiveness is not present in 70.0.3538.64 (Official Build) beta (32-bit)

Same behavior is seen except for the regression range. On the wikipedia page, the non-responsiveness is present in 71.0.3578.12 (Official Build) dev (32-bit) AND 70.0.3538.64 (Official Build) beta (32-bit). Not present in 69.0.3497.100 (Official Build) (32-bit).
