Doesn't happen on Pixel XL Android O.
Bug repro's on WebVR and WebXR.
Repros 100% of the time.

What steps will reproduce the problem?
enable the webvr and gamepad extensions flags in Chrome (or webxr flags)
(1) Go to https://webvr.info/samples/03-vr-presentation.html and press enter VR button.
(2) While the WebVR presentattion is active, and the phone is in landscape mode, press the system back button to exit the presentation.

What is the expected result? Chrome toolbar is completely visible.

What happens instead? Chrome toolbar is mostly hidden. See screenshot.

Switching to portrait mode and back to landscape mode fixes it.
