Issue descriptionIt's caused several outages already, increases VM spinup time, adds additional source of flake/uncertainty and provides relatively little value.

90 days is way too soon, this is blocked on roughly the following dependency chain: 1. MP rewrite. 2. Roll image regularly. 3. Remove dependencies users have on pre-deployed keys, etc. 4. Don't run Puppet after image creation.
