Better Together is not available for nexus 5 user account.

Phone: Nexus 5
Android Version: 4.4.4

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
(1)Create a fresh new account from the phone(Nexus 5)
(2)Log in with same account on chromebook
(3)And complete add user flow
(4)Open setting window and Click "Verify" button at connected devices. 

Expected Result:

Actual Result:
Not seen "Better Together" at user flow
and also not listed android phone at settings->connected devices.
 
Not sure it will support for old phones/OS.

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

What is the impact to the user, and is there a workaround? If so, what is
it?

Please provide any additional information below. Attach a screen shot or
log if possible.

Status: WontFix (was: Untriaged)
Better Together is only supported for phones with L-MR1 and above. It looks like this device is on Kit Kat.
